In Texas the utility company has been deregulated and it's caused extreme rates in electricity. I have a 2 year old energy star home so I don't think it's lack of insulation. Per unit price of energy is just extremely high.

We're from Texas, so all of our family still lives there. I'll have to ask them what their bills are running, so far I've not heard anyone in my large family of complainers mention anything...LOL!
