I am wondering if anyone has used their FSA visa card for surgery in Mexico and if they had issues?

someone who's done this can probably tell you more - but from what I can tell by googling this, it looks like you can, but you may be subject to a 3% transaction fee (which is still less than what you would pay if you weren't using the FSA, though, since that money is pre-tax):
