Im new to this journey, anyone else have BCBS Federal and how easy is it to qualify ?

My lapband was approved by BCBS, not Federal though. But, I have GEHA, and they approved my revision to bypass. So I don't see why BCBS Fed would have you any troubles. You'll more than likely need to do the typical stuff, GEHA required a 6 month doctor monitored diet prior to approving. Have you checked in with BCBS Fed to see what they require for approval?
