A bit on the tone, but since it's usually said in a very sweet manner, I wouldn't rely so much on the tone. 90% of the time, when that phrase is used, it's meant condescendingly (at least down south). WOW - honestly, this is new to me. I can see why people (no matter how well meaning, and even speaking the same language) can get into trouble ... same words, entirely different meanings.
