I know there are PS's who just don't bother with OHIP for the most part. I know mine told me he didn't bother with it because it was too much paperwork and appeals to go through with and he was fully booked all the time with non OHIP procedures.

I know people who have had OHIP procedures and love the results.. I love my PS I paid for, I don't think the funding matters. I think being comfy with your choice of PS is more important, be comfy look at pictures and make sure they have worked on WLS patients or even taken the specialty course that are being offered to PS's now on how to deal with skin that has sustained massive weight loss.
