Do you need passport or is birth certifcate and drivers license ok?

I have been told that you only need birth certificate and drivers license to cross over to Tijuana. Is this true? Anyone recently done this?

You need a passport to get back into the U.S. from Mexico. I'm having my surgery with Dr. Aceves, and here is the paragraph from the information they sent me:

"Passports are now required to get back into the US after traveling to Mexico. If your passport has not arrived, proof that you have applied for it along with your birth certificate and ID (driver’s license) are enough to let you get back into the US.
