Tomorrow marks 4 weeks and this week the scale hasn't moved. Only 18lbs down. Is this normal?

Yes. I lost 15 pounds my first month post-op and that's been my biggest loss so far. Everyone is different, depending on surgery done, starting BMI, gender, and so many other issues.
