Frustrated today. 3 weeks out and I've barely lost any weight and the scale hasn't moved for a week.

My suggestion is stay off the scale on a daily basis it's self defeating and throw you off.
If you must go on the scale do it once a week wearing the same thing at the same time.
I personally only go on a scale when I go to a doctors appointment. I let my clothes be my guide to if I'm loosing weight.
Keep on your food plan and it will come off.
