12 Month Post-Partum Prior To Surgery Requirement?

I was told today that in Massachusetts a woman must be at least 12 months post-partum to get any weight loss surgery no matter the insurance? Is this true? I do not understand because if that is the case how come people get prego prior to their 12 months post-surgery which to me seems more hazardous. Please advise.
